As a leftover from the Cold War Era, the
Congress of the United States of America continues to appropriate
funds for the black budget, a fund that provides financial support
for classified government programs hidden under the umbrella of
National Security. Money from the black budget goes to the CIA,
the Pentagon, the National Security Council (NSC), and a number
of other top secret government agencies, such as Soldier of Fortune
Inc. From a department described as 'a number on a door, deep
in the attic of the Pentagon' , Xavier Trout calls on Soldier
of Fortune Inc. to perform top secret, high risk assignments under
the terms of 'plausible deniability'.
